Unlike the senate, the house of representatives has approved 35 percent affirmative action for women in federal and state cabinets.
The lawmakers in the lower legislative chamber voted in favour of it while considering some amendments to the 1999 constitution.
The senate voted against it on Wednesday.
Voting is ongoing at the lower chamber of the national assembly.
Constitution amendments only become operative after they have been passed by at least 24 state houses of assembly and two-thirds of the national assembly.
Also, the house of representatives has approved the devolution of more power to states.
The senate rejected it on Wednesday when it voted on some amendments to the 1999 constitution.
The amendment seeks to alter the “second schedule, part I & II to move certain items to the concurrent legislative list to give more legislative powers to states”.
